This PR adds a check in the scheduler loop which looks for any deadline
which has expired and has not been handled yet, then passes those off to the
handler. The handler marks them as "handled" as appropriate, and logic for
that is already included in another PR. This PR oly adds the interface between
the scheduler loop and the handler.
@ramitkataria did a pretty thorough load test and determined that I was
being overly cautious when I planned to keep the Deadline table pruned. The
lookup times with the new index and a "callback state" column are almost
indistinguishable from the lookups in a table where we delete the old data even
at a pretty large scale. So with that in hand, and several comments along the
way about how useful old historical data could be, I'm going to defer to the
community on that design choice.
