My initial assumption was that we should have it for all and especially it should contain only the `airflowctl` files since it will be released separately from all other packages. I have added a `TODO` into the code to unify the methods to make it easy for any distribution we want, with just simple parameters. Changing only the name is a good idea indeed. It is just the repo itself eventually and we don't need to change the monorepo approach, where at that point, what the code base looks like.
