Until this merges the workaround is to use env var `
_PIP_ADDITIONAL_REQUIREMENTS:
${_PIP_ADDITIONAL_REQUIREMENTS:-apache-airflow-providers-ssh
paramiko>=2.9.0,<4.0.0}`
