   Thanks for simplifying the description.
   
   I’d say my desired behavior is:
   
      1. You have a DAG that is paused.
      2. You want to test that DAG with some parameters.
      3. You manually trigger the DAG.
      4. Either the DAG was made active in step 3, or you manually activate it.
      5. The manual run executes before the scheduled run.
