   ### What happened?
   
   Runnign a backfill on a Dag, this creates a banner that is displayed:

   When navigating around and all Dag runs are completed, still the backfill 
banner is displayed:

   ..even if I navigate to homepage and back into Dag view.
   
   I need to press F5 to have a page reload to have the backfill banner gone.
   
   ### What you think should happen instead?
   
   Backfill banner should be removed when backfill is finished.
   
   ### How to reproduce
   
   - Start 3.1.0rc2 web UI
   - Find a dag with schedule and create a backfill
   - Wait until finish
   - Navigate to homepage and back to Dag with backfill - see that backfill 
banner still displayed
   - Hit F5, banner is removed.
   
   ### Operating System
   
   Linux with Firefox

   Not blocking 3.1.0 release in my view, this is a minor nit. Can be fixed in 
3.1.1 as well.
