On further debugging, I think this is happening because the trigger rule for task_B and task_C is set as "always", so the scheduler is marking those tasks as SCHEDULED along with the start task. Task_A has an upstream dependency which isn't met, so it is waiting for start task to finish and only runs after it is success.
