It is an isolated Airflow 2.10/2.11 issue. As a side note, the strategy we adopted in Cosmos tests is not to emit datasets in tests that use `airflow dags test` with Airflow 2.10 and 2.11. In a discussion with @Lee-W and @uranusjr, they mentioned that, unfortunately, this would not be a trivial matter.
