Add `team_id` to variable APIs. Subsequently, add it as well to
`Variable.set`.
This PR is in draft because some questions are left open.
Questions:
- I need to add authorization for `Variable.get` as well.
`Variable.get("var1")` should not work if the variable is associated to `team1`
but this is executed as part of a Dag that is not associated (through its Dag
bundle) to this team. The AIP mentions:
> Task SDK authentication: the JWT token passed to DAG file processor or
Worker contains bundle_name claim, so that the worker or parsing process cannot
modify it, this provides protection against accessing connections and variables
for another team.
I am not sure when this token is created in the context of the execution
API. Maybe @ashb or @kaxil know?
- Do we expect user to do `Variable.set` in their Dag? If yes then `team_id`
should not be a parameter but should be retrieved from the context (the same
way we should do it in `Variable.get`)?
