The constraints are literally instructions: IF things are installed - they are installed in this version. The IF is not fulfilled. You are mixing **requirements** and **constraints**. Where did you get the idea that constraints means stuff is installed and supported? Which documentation suggested it? Maybe some of our documentation has been describing things wrongly?
