extending airflow by custom code is absolutely expected. If things can be made generic enough, they can be made into features of Airflow - whether this can be made into a feature of not, it depends how generic and simple it might be. and it's mostly up to the maintainers who work on it. Opening a discussion specifically about it and particularly - making a PR and providing tests and docuemntation about it describing how it would look like for for an end user is a good start.
