The default value of task_instance_heartbeat_sec is 0, which means it is set to the same value as task_instance_heartbeat_timeout. However, intuitively, it seems that task_instance_heartbeat_sec should be smaller than task_instance_heartbeat_timeout in order for the system to work properly.
