The version check that skipped options with version_added > current
version is unnecessary. If code hasn't been released, those options
shouldn't be in config.yml for that version anyway as per consumers. ie. It
can be there but it
will only be consumed when released. Removing this check simplifies the code
and eliminates
the dependency on airflow version imports when the config parser moves to
shared config parser through: https://github.com/apache/airflow/pull/57744
This change makes _write_option_header() write all options present in
configuration_description without filtering by version (normal expectation)
