I have implemented the PYTHON_LTO build argument in both Dockerfile and Dockerfile.ci and added the documentation as requested. I also verified that the argument is correctly passed to the build stages. The PR_DESCRIPTION.md already contains a good explanation of the FIPS compliance impact.
