We are always careful with reviewing PRs, but yes - if we see someone who has no idea what they are doing - their contributions are more of a burden to maintainers than help - and eventually such people simply loose reputation here and their PRs will not get merged anyway if they are poor quality - also they will not learn anything by simply copy&pasting things - and eventually comments in their issues will clearly indicate that they have no idea what they are doing - which is actually a public way to show ignorance. So I would say, if there is human driving it but does 0 review and learnign - they are doing themselves a disservice doing it - this is a very, very short-term approach that will make those people less-valued not more, so I would say - they would do it maybe once until they realise it - because it will not bring them the recognition and value they want to have.
