Not sure if others who are using MySQL also faced this issue, but our
dag-processor was getting killed repeatedly, erroring out with Deadlock errors.
Fix is rather simple which is to move away from a sub-query to a pre-query in
assets.py. It'll also save unnecessary SQL queries if there are no stale DAGs
in the system.
We are using Airflow 3.0
Will write unit tests and other PR details, if this is really an issue faced
by others, cause if yes, then it should've been caught a long ago.
