**Description:** The start-release command was failing intermittently in [CI](https://apache-airflow.slack.com/archives/C015SLQF059/p1767883411660329) due to: - Transient SVN network failures when cloning dist.apache.org - RC lookup failing when release candidates are removed after a release is finalized **Changes:** - Add retry logic (3 attempts) for SVN checkout - Skip SVN clone in dry-run mode and use placeholder RCs **^ Add meaningful description above** Read the **[Pull Request Guidelines](https://github.com/apache/airflow/blob/main/contributing-docs/05_pull_requests.rst#pull-request-guidelines)** for more information.
