When `BigQueryInsertJobOperator` reattaches to an existing running job, `_handle_job_error` was incorrectly called immediately after reattachment. This always fails because: - Reattachment only occurs when job.state is NOT "DONE" - But `_handle_job_error` raises an exception `if job.state != "DONE"` The error handling should only occur after `job.result()` completes, which already exists in the code.
