If we'll set the tags to be managed by the administer and from the UI and it will probably make this feature irrelevant for most companies since now a few people has to approve any new tag and the developer must go to the UI itself to change tags, which isn't very comfortable. The current implementation gives the developer freedom, which I think is a good thing.
