We have this for the core and populated merged PRs to a certain branch. We
need a similar thing, but the directory granularity should be on the
`airflow-ctl/` path.
``` shell
breeze release-management generate-issue-content-core --previous-release
${PREVIOUS_VERSION} --current-release ${VERSION_RC}
```
