Fixed the lowest-deps CI failure. The issue was that ClientError's constructor signature changed between google-genai 1.2.0 and 1.63.0. Used ClientError.__new__(ClientError) to bypass the constructor entirely, since the test only needs to verify that the exception propagates not its attributes.
