## Summary
Closes #61992
This PR adds the French (fr) locale-specific guidelines file for the Airflow
translation agent skill framework (introduced in #61984).
## What this PR does
Adds `.github/skills/airflow-translations/locales/fr.md` which defines:
- **Section 1 — Core Airflow terminology** to keep in English (e.g., `Dag`,
`Asset`, `XCom`, `Plugin`, `Pool`, `Provider`)
- **Section 2 — Standard translations** for common Airflow terms, derived
from the existing `fr/*.json` files (e.g., Task → Tâche, Dag Run → Exécution de
Dag, Backfill → Rattrapage)
- **Section 3 — Task/Run states** (running → En cours, failed → Échoué, etc.)
- **Section 4 — French-specific guidelines**: formal register ("vous" form),
gender agreement rules, plural forms, capitalization, and elision conventions
- **Section 5 — Practical examples** drawn from the existing `fr/*.json`
translation files
- **Section 6 — DO/DON'T instructions** for AI translation agents
## Source of terminology
All translations and conventions are derived from the existing French locale
files:
`airflow-core/src/airflow/ui/public/i18n/locales/fr/*.json`
