This PR adds translation agent skill guidelines for Thai (th) locale to help
maintain consistency in Airflow
translations:
- `.github/skills/airflow-translations/SKILL.md` - Global Airflow
terminology guidelines
- `.github/skills/airflow-translations/locales/th.md` - Thai
locale-specific guidelines
The files document:
- Terms kept in English (DAG, Task Instance, XCom, Asset, Backfill, etc.)
- Transliterated terms (ทริกเกอร์ for Trigger, โอเปอเรเตอร์ for Operator,
etc.)
- Translated terms (งาน for Task, ตัวแปร for Variable, etc.)
- Simple pluralization pattern (Thai has no grammatical plurals)
- Thai script and writing system considerations
- Translation style guidelines
