The `#protm` (PR of the Month) tag is typically added by reviewers in PR
comments, not in the PR title or body. However, the quick scoring phase in
`get_important_pr_candidates.py` only checked the title and body for the
"protm" keyword, causing nominated PRs to be scored low and filtered out before
Phase 3 (full GraphQL analysis) where comments would be examined.
This fix propagates the protm search result from Phase 1 (which already
searches for "protm" as a dedicated query) into Phase 2 quick scoring via a
`found_by_protm_search` flag, ensuring all protm-nominated PRs receive the 20x
score boost and proceed to full analysis.
