Really - drafting PRs is there because many people just do not check if their PR succeeeded - mainly because it takes time and they do something else. So I treat such Drafting as a signal to them - they will not have to check it, they will get information "hey your PR failed, and you need to fix this and that, but feel free to do it at your pace". Do you think that is a bad thing ? > No, not a bad thing and the intent makes sense. I'm new to open source so I wasn't sure about the difference between draft and submitted PRs. Draft as a signal is a good idea, and I definitely agree with a higher bar for new PRs. The grace period extension for PRs with human interaction (comments/approvals) is a great idea.
