Expand the 2.11.x section in `dev/README_AIRFLOW3_DEV.md` with detailed
instructions for contributors and committers:
- Airflow 2.11 EOL is April 22, 2026 — likely one last 2.11.3 release
- Core and FAB provider bugs affecting both 2.11 and 3.x require **two
separate PRs** (main + v2-11-test) since the branches have diverged
significantly
- FAB provider 1.5.x (Airflow 2.11) uses Connexion, while 2.x+ (main)
uses FastAPI — fixes must target `providers-fab/v1-5` branch
- Other providers are released from main and validated by 2.11 compat
tests in CI
- Added committers section for merging 2.11.x PRs and 2.11.x milestone
