Line 126 in the default configuration file has characters in a comment outside 
of ASCII:

When running a vanilla install of Airflow and running the initdb command the 
following failure will occur:

  File 
"/home/ubuntu/.airflow/local/lib/python2.7/site-packages/backports/configparser/__init__.py",
 line 1035, in _read
    for lineno, line in enumerate(fp, start=1):
  File "/home/ubuntu/.airflow/lib/python2.7/encodings/ascii.py", line 26, in 
decode
    return codecs.ascii_decode(input, self.errors)[0]
UnicodeDecodeError: 'ascii' codec can't decode byte 0xe2 in position 1: ordinal 
not in range(128)
