## Correctness
[advisory] stage-3-merge-readiness/fixtures/system-prompt.md — assigns
drop_reason: gate:G5-conflict to a mergeable==true, mergeable_state==blocked
case, but candidate-rules.md defines gate:G5-conflict as a genuine conflict
(mergeable==false). The Step-4 summary would misattribute the drop as a
conflict. Sharpest of the three.
[advisory] stage-2-triviality/fixtures/system-prompt.md — Tier-B definition
adds an exclusivity qualifier ("Tier B glob only") absent from
candidate-rules.md. No fixture hits it today (glob sets disjoint), but a future
config change could expose it.
## Conventions
[advisory] README uses --project not --directory — but consistent with every
sibling eval README, so confirm the convention rather than treating as a defect.
