reprocess_behavior=FAILED/COMPLETED on partitioned Dags previously silently
fell back to NONE — existing runs were always skipped. A new run is now created
alongside the failed one (kept as history); the latest run wins deduplication
in _get_latest_dag_run_row_query.
Also fixes _handle_clear_run() UPDATE to filter by run_id instead of
logical_date, which would have updated every NULL-logical_date run in the Dag
when called for a partitioned run.
