docs(issue-management): sync family README to reflect issue-stale-sweep
(#563)
Add issue-stale-sweep (shipped in #509) to the Skills table and update
the family intro from "Five skills" to "Six skills". Promote the three
adopter-contract files that were listed as "forthcoming" (runtime-
invocation, reassess-pool-defaults, reproducer-conventions) to first-
class rows in the contract table, and add stale-sweep-config.md as a
new contract row.
