     jobs from GitHub Actions run history: it computes per-job failure rates
     over a configurable window and distinguishes intermittent failures
     (flaky) from deterministic ones (consistently broken), without touching
     test code, workflows, or tracker state.
   - Ship a 10-case eval suite across three steps (scope-and-config, classify,
     reporting) plus the `repo-health-config.md` template keys the skill reads.
