Documents issue-triage, issue-reassess, issue-reassess-stats,
issue-reproducer, issue-fix-workflow, issue-stale-sweep, issue-backlog-stats,
and issue-deduplicate as a named family, following the pattern of
repo-health-family.md and contributor-growth.md.
