Refreshes the committed `magpie-setup` bootstrap from the apache/magpie framework snapshot so a fresh clone loads the version this repo now pins to. The upstream change documents that the snapshot `rm`/`clone` hits the nested `.git` under the built-in sandbox and must be run with a bypass — matching the failure seen during the upgrade.
