Get Keycloak JWT from request cookies in get_user_from_token

The `JWTRefreshMiddleware` passes the Airflow JWT to
resolve_user_from_token, but it doesn't pass any of the request context. This
means that we cannot access the Keycloak JWT from inside the middleware when
setting the user. This PR adds the request object to
`resolve_user_from_token()` and the underlying
`BaseAuthManager.get_user_from_token()` method. By overriding this method we
can access the Keycloak JWT cookies from the request object.
