Backport of #71009 to `v3-3-test`. Relaxes the `types-paramiko` dev/type-stub pin to support paramiko v5. v3-3-test still pinned `>=3.4.0.20240423,<4.0.0`; resolved to the relaxed `>=4.0.0.20260402` (dropping the now-obsolete `<4.0.0` cap + TODO).
