### Description
The contributor guidelines recommend using specific built-in Python
exceptions instead of the broad `AirflowException`. This PR improves error
handling and makes debugging clearer by narrowing down the exception types in
two files:
- `airflow/models/connection.py`: Replaced `AirflowException` with
`ValueError` for invalid connection string parsing and formatting.
- `airflow/utils/helpers.py`: Replaced `AirflowException` with `ValueError`
for invalid string length/format, and with `TimeoutError` for the timeout
handler.
