I've started with PR #71677, replacing the backend stand-ins in the secrets tests with the `devel-common` fake backend so they can also run in the lowest-dependency job. My planned order for the remaining providers is: `cncf.kubernetes`, `celery`, `git`, `fab`, and then `pandas`.
