Backport of #68734 to `v3-3-test` for the Airflow 3.3.2 patch release.
Editing a Dag in a way unrelated to its deadline dropped the deadline alert
on the newly serialized Dag version, so the deadline never fired again. The fix
reuses the existing deadline alert data when the Dag is re-serialized.
