After Keycloak's own access/refresh tokens moved out of the Airflow JWT and
into separate cookies, KeycloakAuthManager.get_user_from_token() started
returning None whenever a request presented only the signed Airflow JWT without
those cookies. That is exactly what happens for service-to-service callers
authenticating purely with a bearer token (for example a confidential client
using the client_credentials grant): the JWT itself was already validated and
identifies a real user, but the missing Keycloak cookies caused the method to
discard it, so downstream code crashed with an AttributeError trying to read
`user.access_token` off a None user.
Return the already-authenticated user in that case and only skip the
Keycloak-cookie bookkeeping (refresh token, uid pairing check) when there is
nothing to pair it with.
