   ## Why
   
   `AGENTS.md` is loaded for every task, but most contribution workflow 
guidance is only relevant when drafting or publishing a PR.
   
   Before this change, 314 lines / about 15.5 KB (42.3% of the root file) of 
detailed contribution workflow were loaded for every task.
   
   The root file was 537 lines / 36.6 KB, exceeding the 32 KiB project-document 
cap used in our Codex evaluation harness. This can leave trailing guidance 
unavailable to the agent. Claude Code also recommends keeping always-loaded
   project guidance under 200 lines.
   
   ## How
   
   - Reduce root `AGENTS.md` to universal repository guidance.
   - Move detailed contribution workflows into on-demand skills:
     - `airflow-pr-draft-summary`
     - `airflow-publish-changes`
   - Preserve a safe fallback: if the skills cannot be read, agents may draft 
or propose commands, but must not perform remote-changing actions.
