## Description
Fixes the Gantt chart vertical scrolling issue reported in #73281.
### What was happening
In the Gantt view, the Grid and Gantt components use a shared scroll
container for vertical scrolling. However, the Gantt component's wrapper
elements were using `overflow="clip"`, which could prevent the shared scroll
container from exposing the expected vertical scrolling behavior for the Gantt
content.
This resulted in the Grid and Gantt areas not scrolling together correctly
when the content exceeded the available vertical space.
### What changed
- Changed the Gantt wrapper to explicitly clip horizontal overflow while
allowing vertical overflow:
- `overflowX="clip"`
- `overflowY="visible"`
- Applied the same overflow behavior to the outer wrapper in `GanttTimeline`.
- Kept the existing shared scroll container and virtualization logic
unchanged.
This preserves the existing horizontal clipping while allowing the shared
vertical scroll container to handle vertical scrolling.
### Testing
- `GanttTimeline.test.tsx` — 7 tests passed
- `pnpm lint` — passed
- `git diff --check` — passed
