[v3-3-test] Speed up breeze database startup by shortening the healthcheck
interval (#73256)
Docker probes a container's healthcheck every `start_interval` during
`start_period`, and the default is 5 seconds. A fresh postgres container is
ready in 2 to 3 seconds, so the first probe was what every `breeze
start-airflow` waited on.
Both minimum versions `start_interval` requires — Docker Engine 25 and
Compose 2.20.2 — are already the floors breeze enforces, so no user can end
up on a version that would silently ignore the key.
