Review Comment:
There are some edge cases here that are not handled.

The problem is that if there is a new object added in package A, and we
spellcheck package B and A and we run "spellcheck only", and we build it in B->
A sequence, this build will fail - because B will use inventory of A before it
is build and it will fail the build, leaving broken APIs - and then the only
way to build it (or so I found in the past was to completely build everything
before doing spellchecking.

So I think this shortcut will fail a number of cases where for example we
are adding a new common provider object/method and use it in another provider.
This is quite common case.
