Backport of #73547 to `v3-3-test`. Cherry-picked from 3eec18d5bc3c8172c5e832b643592154b674456e. One conflict, in `airflow-core/.../Clear/TaskInstance/ClearGroupTaskInstanceDialog.tsx`: `v3-3-test` still uses the `Dialog.*` layout while `main` has moved to the `Modal` component. Resolved by keeping v3-3-test's `Dialog` structure and applying the fix's semantics to it — the dialog now sends `task_group_id` (both the dry-run and the confirm) and no longer enumerates the group's task ids client-side.
