   Expect the agents to ask the human submitting the PR to add "Human Summary" 
by hand. Following @shahar1 idea and PRs he opened (I found it really good and 
easier to review.
   
   This PR has been dog-fed. I asked the agent to follow the rule when I was 
opening the PR.
   
   The way how it works with `--web` is cool - it leaves a comment to fill-in 
the summary, asks the agent to never do it on their own - and we will see 
"empty summary" if this is not followed.
   
   With `--web` it's also cool, because author can add the summary in a 
convenient place - UI of GitHub while self-reviewing the PR in their browser. 
   
   This is a really good workflow.

   `.github/PULL_REQUEST_TEMPLATE.md` is intentionally unchanged, so PRs 
written by humans with
   the regular template are unaffected.
   
   Verification: `prek` pre-commit hooks pass on the changed files; the 
skill-eval
   (`run-skill-eval`) passed 12/12 and `dev/skill-evals/last-eval-hash.txt` is 
updated.
