Backport of #71378 to `v3-3-test`. The dependency-floors upgrade step backported in #73668 imports `check_dependency_lower_bounds`, which only exists on main, so the branch's scripts tests fail to collect — this is what breaks "Basic tests / Scripts tests" on the scheduled CI upgrade PR #73519.
