Close: #69464 (follow-up) `os.register_at_fork` is a POSIX-only feature and does not exist on Windows. When importing shared observability metrics on Windows environments, an `AttributeError` is raised. This PR guards the `os.register_at_fork` call with `hasattr(os, "register_at_fork")` in `shared/observability/.../stats.py`.
