I reproduced this (write TZ=UTC / read TZ=America/New_York and Asia/Kolkata: 12:00 came back as 07:00 / 17:30) and have a fix in #73748: naive datetimes are now anchored to the configured default timezone on both sides via make_aware/make_naive, so the round-trip is independent of worker OS timezones.
