This temporarily removes the `creation_cap` setting added in #73469. The limit of 5 open pull requests for users without write access is not enforced for now. The removal is needed because enabling `creation_cap` fails: the asfyaml version that supports it is not deployed yet. The problem is tracked in [INFRA-28454](https://issues.apache.org/jira/browse/INFRA-28454). Until that is fixed, the limit agreed on the dev list stays a **soft** limit that contributors are asked to respect. The contributor guide (`contributing-docs/32_open_pull_request_limit.rst`) and `dev/close_prs_over_open_pr_limit.py` stay in place.
