Restore the open pull request creation cap (#73758)
The cap was temporarily removed in #73754 because enabling
`creation_cap` failed while the asfyaml version supporting it was not
deployed (INFRA-28454). This turns the open pull request limit back into
a hard limit enforced by GitHub instead of a soft limit contributors are
only asked to respect.
This reverts commit 7e5c580cd6858b9f873fdcde65bed26182bcf379.
