Remove `types-protobuf` from the Google provider's runtime dependencies. It is a stub-only package consumed by mypy, and nothing in the provider imports it. #48666 put an exclusion for a broken partial-stub release in the provider's runtime dependencies to fix CI; #50075 later added a version floor. Users have installed the stubs with every Google provider release since 15.0.0. The stubs are already supplied for type checking by devel-common's `mypy` extra. This PR retains the `!=5.29.1.20250402` exclusion there, removes the provider dependency, and updates the generated requirements tables in the README and docs index plus `uv.lock`. The built Google provider wheel has no `types-protobuf` entry in its `METADATA`. The fast pre-commit checks, manual checks, provider build-file generation, and lockfile verification passed.
